I don't know how to make it look pretty... but at least the link works.
In Honduras they call this Burro-ocracy, paperwork which must be done and yet the people who "work" there, which must sign refuse to sign. Or they come up with some new paper which didn't exist last week when you went to get the paperwork done and when you complain that that piece of paperwork wasn't on the list of prerequisites from last week they just shrug.
